Playing Teen Patti itself is legal in India: it's a card game, and free play with friends, family or on apps that use virtual chips is not banned. What's banned is real-money online play. The Promotion and Regulation of Online Gaming Act, 2025, passed in August 2025, prohibits offering, advertising and processing payments for online games played for money, whether the game counts as skill or chance. The Act is aimed at operators, advertisers and payment providers rather than players. Physical Teen Patti for money is a separate question governed by each state's gambling law. India's 2025 Online Gaming Act in Plain English

The Promotion and Regulation of Online Gaming Act, 2025 was passed by Parliament in August 2025. It splits online games into three groups and treats them very differently.

E-sportsCompetitive, skill-based games played as organised sportPromoted and recognised
Online social gamesGames played for entertainment without staking money for a cash return, including free and virtual-chip card gamesPromoted and recognised
Online money gamesGames where a user pays or deposits money expecting to win money or other stakes, whether by skill, chance or bothProhibited
  • Offering or operating an online money game is prohibited.
  • Advertising or promoting one, in any media, is prohibited, including by influencers and celebrities.
  • Banks and payment providers must not process payments for online money games.
  • The Act sets out prison terms and fines for operators, advertisers and those who facilitate payments. As passed, offering a money game can carry up to three years' imprisonment and a fine of up to ₹1 crore, and advertising one up to two years and ₹50 lakh.
  • It provides for an authority to oversee online gaming and recognise the permitted categories.

The key change for card games is the phrase "whether by skill, chance or both". Before 2025, the argument over whether a game was skill or chance decided a lot. For online play for money, that argument no longer matters: a real-money Teen Patti or rummy app is an online money game either way.

These categories and penalty figures are checked against PRS Legislative Research's bill summary, a nonpartisan legislative research institute, since the Act's own gazette text isn't freely reachable online.

What It Means for Players

As widely reported when it passed, the Act targets the businesses that offer, advertise and process payments for money games, rather than individual players. That doesn't make real-money play safe. In practice it means:

  • Deposits: legitimate payment routes for real-money games are cut off. An app still taking deposits, especially to a personal UPI ID, is operating outside the law and is a scam risk.
  • Withdrawals: if an app stops paying out, you have little to fall back on. Banks, payment apps and consumer forums can't help much with money sent to an illegal service.
  • Old balances: several large operators said they would let users withdraw remaining balances when they shut real-money games. Use only the app's own official channels for this, never a phone number or agent you found online.
  • Ads: ads and influencer posts promoting real-money Teen Patti are themselves prohibited, which makes them a red flag rather than a recommendation.

Free play is unaffected. Chip-based apps on the official app stores, family games and our free Teen Patti practice table are all fine. See Teen Patti real cash vs free play for a side-by-side comparison.

Background: Skill vs Chance

Before 2025, India's gambling rules came mainly from state laws, many based on the Public Gambling Act, 1867, which exempts games of "mere skill". Courts decided case by case which games qualified. The Supreme Court held in 1968 that rummy is "mainly and preponderantly a game of skill" (*State of Andhra Pradesh v. K. Satyanarayana*, 1968 AIR 825), which is why rummy apps operated openly for years. Teen Patti never had the same recognition: with three cards and few decisions, it's generally regarded as predominantly a game of chance.

That distinction still matters for offline games, which remain a state subject. For online play for money, the 2025 Act made it irrelevant.

State Spotlight: How Some States Approached Online Gaming Before 2025

These examples show how varied the state picture was before the national law. For online money games, the 2025 Act now applies everywhere; for physical games, state law still governs.

KeralaBrought online rummy for stakes under its gaming law in 2021; the Kerala High Court quashed it the same year.

Common Myths About Teen Patti and the Law

"Teen Patti is a skill game, so real-money apps are fine."For online money games, the 2025 Act applies whether a game is skill, chance or both.
"Apps registered abroad are legal to use."The Act prohibits offering money games to people in India and bars Indian payment routes from processing them, wherever the operator is based.
"Free Teen Patti apps are banned too."No. Games played without staking money for a cash return are online social games, which the Act recognises.
"Buying chips in a free app is gambling."Buying chips that can't be cashed out is a purchase, not a stake with a cash return. Spend sensibly anyway.
"Teen Patti at home is always illegal."Playing with no money is just a card game. Playing for money is a state-law question.

What About Offshore Sites and VPNs?

Some real-money card sites operate from outside India and suggest using a VPN or crypto to get around the ban. Doing so doesn't make them legal to offer in India, and it removes almost every protection you'd have: no Indian payment dispute route, no regulator to complain to, and often no real company behind the site. Money sent this way is very hard to get back. If an app or site tells you to use a VPN or a personal UPI ID to deposit, treat it as a scam warning.

How to Tell Whether an App Is a Money Game

Do you deposit money to play?Likely an online money game
Can you withdraw winnings to a bank or UPI?An online money game
Can chips be bought but never cashed out?Usually a social game
Is it a free browser game with no purchases?A social game
Does it advertise "earn money" or "win cash"?A money game, and the advertising itself is prohibited

If an app falls in the money-game column, it's operating outside the law in India, and you'd have little protection if something goes wrong. Our real cash vs free play guide explains the practical differences.
