For adults (18+) only. Real-money online games are prohibited in India under the Promotion and Regulation of Online Gaming Act, 2025, and real-money play carries financial risk and can be habit-forming. As of August 2025, India's Promotion and Regulation of Online Gaming Act, 2025 prohibits offering or advertising real-money online games nationally, and it draws no distinction between games of skill and games of chance for that purpose. So it applies to rummy the same as it does to Teen Patti or pure-chance games. This supersedes the older, more permissive picture: Indian courts, including the Supreme Court, had for decades held rummy to be predominantly a game of skill, which historically kept real-money rummy on firmer legal ground than pure-chance games and left the practical rules to vary by state. That skill classification hasn't been overturned, but it no longer determines whether real-money rummy can be offered or advertised nationally, since the 2025 Act doesn't turn on skill versus chance. Free-to-play and chip-only rummy are not covered by the ban. This is general information, not legal advice. See our explainer on the 2025 Act for the detailed version.
The 2025 Act Is Now the Controlling Law
Update: the Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026 (All India Radio/Prasar Bharati). They set up the Online Gaming Authority of India and confirm that online money games can't be registered. See our Online Gaming Rules 2026 explainer.
In August 2025, Parliament passed the Promotion and Regulation of Online Gaming Act, 2025. It prohibits offering real-money online games in India, advertising them, and banks or payment services processing money for them, and it makes no exception for games a court has classified as skill-based. Rummy and Teen Patti are both covered on the same footing. Major real-money operators, Junglee Games among them, announced they were stopping real-money games in response. See our Junglee Teen Patti coverage for one documented example. Free-to-play and virtual-chip rummy fall outside the ban.
Why the Old "Game of Skill" Question Still Matters
Before the 2025 Act, Indian gambling law generally distinguished games of skill from games of chance, treating skill games more permissively. Courts, including the Supreme Court in 1968, repeatedly found that rummy involves substantial skill. Memory, sequencing, probability judgment. Rather than being purely chance, and states individually decided how to regulate real-money gaming within that skill/chance framework, which is why the legal picture used to vary a lot by state.
That court history hasn't been reversed, and it's still relevant to why rummy is treated as a legitimate, socially normal game rather than gambling in the ordinary sense. But for the specific question of whether a real-money app can legally operate or advertise in India today, the 2025 Act is the more recent, more specific, and now-controlling law, and it doesn't ask whether a game is skill-based.

What to Actually Check Before Playing for Cash
- Whether the app currently offers real-money play at all. Several large operators withdrew real-money modes after the 2025 Act, so an app's cash tables from before August 2025 may no longer exist.
- The Act's own text and any official government guidance, since this is the authoritative and fastest-changing source.
- Whether the Act has faced a court challenge that's changed its practical effect since it passed. Check for recent news, not just the original 2025 coverage.
- That free-to-play or virtual-chip tables, which aren't covered by the ban, are actually what you're being offered before you deposit anything.
Rummy Legality in India: FAQ
Is real-money rummy legal in India?
As of the Promotion and Regulation of Online Gaming Act, 2025, offering or advertising real-money online games, including rummy, is prohibited in India regardless of skill-versus-chance classification. Free-to-play and chip-only rummy are not covered. This is general information, not legal advice.
Didn't courts rule that rummy is legal because it's a game of skill?
Yes, and that ruling hasn't been overturned. But it answered a different, narrower legal question than the one the 2025 Act now controls. The Act prohibits real-money online games nationally without a skill-versus-chance exception, so the older skill classification no longer determines legality for real-money play.
